Council Passes Two Zoning Ordinances On Second Reading

In a short meeting Monday night, West U. City Council passed two zoning ordinances on second reading.

The first ordinance, which passed 4-1 with Council Michael Talianchich voting against, creates a minimum nine-foot “mirror to mirror” driveway width for new residential construction in the city. The actual paved area does not have to be nine feet, but the area the vehicle travels through has to be at least nine feet.

The ordinance allows for pervious pavement as opposed to hard-surfaced pavement, and requires an additional parking space between the garage and the public roadway that does not cross the public sidewalk.

The second ordinance passed 4-0, and requires at least two garage parking spaces per house and requires they be enclosed or semi-enclosed and adjoining a driveway. An additional requirement for a minimum “maneuvering area” outside garages was deleted after input at a public hearing and discussion at a previous council meeting.

Prior to the 5:15 p.m. meeting, council met in executive session to discuss real estate matters.

The city has shown interest in the 6728 Westpoint Street and 4204 Cason St. properties since purchasing the old YMCA for use as a recreation center.

According to city officials, the owners of the Westpoint Street property have indicated a willingness to sell the property to the city. The Harris County Appraisal District lists the 2008 appraised value of the property as $281,383 for the land and $161,539 for the improvement, for a total of $442,922.

The owner of the Cason Street property told city officials he wanted to remain in West U., and would consider exchanging his land for another city-owned property. The city owns a property at 3501 Corondo Court, which was purchased about a year ago for open space. The city hoped to eventually purchase the land adjacent to the property, with the possibility of the land becoming a pocket park. The Corondo property was bought with money from the general fund reserve, at a cost of $420,000.

The Cason Street property’s HCAD value for 2008 was $194,481 for the land and $10,957 for the improvements, for a total of $205,438.

Ross says the city is in the process of determining the fair market value of all properties involved. The issue will be brought to council for any action.

Mayor Bob Kelly said after the meeting that he thought it would be premature to consider purchasing the properties before the Nov. 4 $13.8 million bond election for renovations to the West U. Recreation Center and Colonial Park Pool.

He said while owning the properties could be used to make an attractive entrance off of Westpoint, if the bond election fails, he isn’t sure what would be done with the land.

I know people have a short attention span, so in bullet format:

1. This is one of the worst times in history for floating muni bonds...the rates West U will get will be clost to what junk was trading last year.

2. We do not need this improvements. Government should not do what private business does better -Bally's, 24hr Fitness, West U methodist, St. Marks Episocpal.

3. We are spending 3 times what Bellaire spent, yet we are about 1/3 the size. Why?

4. If this is such a great need, why is there not more demand and thus more revenue from current facilities to pay for improvements?

The Rec Center flooded during "IKE". Don't the city officials, the Mayor, Council and Administration (specifically Michael Ross)know that there is a pump at the Rec Center for just this such occurance? OR, and this is a BIG OR, do those named above think they can use this as

a reason for the citizen's to vote for the bond election. It's very easy to just "SHUT" the door at the Rec Center, say it's ruined, and use that as just another reason to tap the funds of West U residents in November. We ALL need to call the city and demand that they pump the water out of the basement of the Rec Center NOW! Don't fall for their sneaky games. Vote " NO" in November!

Can you believe it? The Mayor runs scared to Central Texas when he is supposed to be in charge of emergency management of West U during a crisis? Even Burt B. stuck around during Rita, riding through the neighborhood on his bicycle!

I think dereliction of duty calls for a re-call election. How can we trust the mayor to put the city first when he is to scared to stay during a

How about a referendum on burying all powerlines in WEST U. I know it would be costly, but lets leave behind this archaic power line system and bring West U into the present and future.

West U leadersship, where is it? The lack of preparation, the lack of communication is not what this great city deserves. No generators, no door to door walking to see how we are, We are not a very big city and we pay a lot of taxes. We deserve the best level of service, preparation and execution. Public safety is what our city should be about first and foremost, not what color should the new building at the park should be.

If it is true Wall Street favors Republicans, which is the traditional analysis, then here is a reason for share prices to be falling. John McCain might not carry Texas.

How could that be? Evidently a Texas law requires a political party, in order be on the ballot, to file the names of its presidential and vice presidential candidates at least 70 days before the election. This year, that fell on Aug. 26, before Senator McCain....was formally nominated.

Bob Barr, the Libertarian candidate, is demanding that the law be enforced.... He did file on time.
